Too frequently, social workers are faced with two difficult tasks. The first is to determine when children in foster care can return to their families safely. The second is to determine what the social worker can do to reduce the likelihood of children re-entering care. Fortunately, these difficult issues have been researched and the results provide substantial guidance.
